That's because the Core library is scripted.The best place for these presets and stuff is either your user library (the best place because then your settings also end up in the category section(s)) or a folder you added yourself.

As many noted; there are lots of presets on the Live 8 library which didn't make it to Live 9. But that's not the whole story; people who've been around for a while longer may also have obtained some very specific livepacks, such as the 'AblteTen collection' (several livepacks to celebrate Live's 10 year anniversary) or what about the 'Partner Instrument compilation' (before they were commonly named as 'Ableton Packs')?
For some people there seems to be no other way but to keep the Live 8 library around for all that.
